Two motorists in Washington were recently caught using fake passengers to illegally drive in carpool lanes, according to the Washington State Patrol. Trooper Rick Johnson shared on social media that the first driver was stopped near Shoreline on Interstate 5 with a mannequin dressed in a wig, shirt, and scarf as the only occupant. The driver confessed to using the dummy to access the HOV lane without a legitimate passenger. A second driver was stopped two days later in Federal Way with a dummy doll in the backseat. Using fake passengers in HOV lanes in Washington can result in a $186 fine, with an additional $200 penalty for drivers caught with dummies or mannequins.
