Air quality regulators in Southern California listened to passionate public comments on Friday before an upcoming vote on proposed regulations aimed at reducing harmful emissions from gas-powered furnaces and water heaters. The regulations target cutting down on smog-producing nitrogen oxides, known as NOx, which are linked to respiratory problems, asthma attacks, allergies, decreased lung function in children, premature death, and contribute to climate change. The South Coast Air Quality Management District estimates that these regulations could prevent around 2,490 premature deaths and 10,200 new asthma cases over a 26-year span in the region they oversee, which includes 16.8 million people in Southern California.

The rules aim to phase out the sale of gas-powered furnaces and water heaters starting in 2027, with targets set to reach 90% by 2039. Manufacturers would have to pay fees if they continue to sell gas-powered appliances. The regulations would impact over 10 million appliances in approximately 5 million buildings, most of which are residential. While proponents believe these rules will improve air quality and public health, opponents, such as property owners and gas companies, fear increased costs and strain on the power grid by shifting to electric appliances.

During the board meeting, supporters of clean air held signs advocating for the regulations, while the chair acknowledged the complexity of the issue and the efforts made by board members. Some local officials supported the rules as a step towards environmental justice, highlighting the health impacts of dirty air on communities. However, others, like Peggy Huang from Yorba Linda’s City Council and Curtis Burton, mayor pro tem of Chino, expressed concerns about cost implications for residents and businesses. Despite the differing opinions, regulators argue that the rules would ultimately save consumers money by reducing energy bills.
