Malaysia introduces rooftop solar aggregation scheme

Malaysia has launched its first rooftop aggregation initiative for solar systems, allowing homeowners to lease out their rooftops for solar generation. The electricity produced will be sold to local customers within a 5 km radius. The program, called the Community Renewable Energy Aggregation Mechanism (CREAM), is overseen by Malaysia’s Ministry of Energy Transition and Water Transformation (PETRA) and aims to increase the share of renewable energy capacity in the country to 40% by 2035 and 70% by 2050. The initiative involves Local Energy Generators and Aggregators (LEGA) developing solar systems on aggregated residential properties, with public utility Tenaga Nasional Berhad (TNB) handling the distribution network and grid stability. The program follows the Corporate Renewable Energy Supply Scheme (CRESS) introduced in 2024 and Malaysia’s ongoing efforts to expand its solar capacity, which reached 2,306 MW by the end of 2024.
