Sweden moves to widen dragnet on Russia’s shadow fleet

On June 2, 2025, the Swedish government announced new measures aimed at tightening control over foreign vessels sailing under international flags, specifically targeting Russia’s ‘shadow fleet.’ These measures will require ships to provide insurance information starting from July 1, 2025, in an effort to counter the activities of the ‘dark fleet’ while enhancing maritime safety and protecting the marine environment.

Under the new regulations, the Swedish Coast Guard and Maritime Administration will collect insurance data from not only ships visiting Swedish ports but also those passing through the country’s territorial waters or exclusive economic zone. Prime Minister Ulf Kristersson emphasized the importance of this initiative, stating that increased surveillance in the Baltic Sea is necessary to pressure Russia and address the growing threats to maritime security posed by clandestine units.

The European Union has also imposed sanctions on Russia’s shadow fleet, with 17 packages unveiled so far. Sweden’s actions are part of a joint effort by twelve European nations to disrupt the dark fleet’s operations, with the first step being the requirement for ships to provide proof of insurance. Similar steps have been taken globally, such as in Panama, where the Maritime Authority strengthened rules for ship-to-ship oil transfer operations to protect the environment and enhance maritime safety amidst geopolitical changes.
