Romania launches second CfD seeking 1.5GW of solar PV

Romania’s Ministry of Energy has initiated its second round of Contracts for Difference (CfD) for solar PV, aiming to secure 1.5GW of capacity. The previous round saw overwhelming interest, with bids for 1.6GW despite only 500MW being allocated. Solar PV attracted more bids than wind. Changes for the second round include the removal of the cap on maximum capacity per applicant and a marginal bid cap set at 120%. The maximum bidding price for solar PV is €73/MWh (US$82.1/MWh). The deadline for funding applications is 11 July 2025, with winning bids announced on 14 August 2025. The European Bank for Reconstruction and Development (EBRD) is supporting the CfDs in Romania, with an estimated total investment of €3 billion. The country’s energy minister, Sebastian Burduja, highlighted the aim for more renewable energy, competitive prices, and enhanced energy independence.
